Dear Mr. Johnson:
This is in response to your letter dated January 17, 1978 in which you requested, pursuant to the Freedom of Information Act, documents from the NRC Inspection and Enforcement (I&E) Manual and interpretations pertaining to ANSI.
Your letter was received by the Office of Adminis-tration on January 25, 1979.
All existing interpretations pertaining to ANSI are contained in the I&E Manual under the section " Interpretations."
In a February 7,1979 telephone converstion with Mr. Don Grimsley of NRC, you agreed to purchase a copy of the released portions of the I&E Manual, with updates, from the NRC Public Document Room (PDR).

Your Section II of the I&E Manual specifies the inspection requirements at Ticensed facilities and, as such, constitutes law enforcement material which, if disclosed, "would significantly impede enforcement (of the 1cw) or would have the sole effect of enabling violators to escape detection," Hawkes v.
