Dear Mr. Reed:

The NRC staff has completed its review of the security plans for all Commonwealth Edison operating nuclear power stations, and the LaSalle Nuclear Power Station. The security plan deficiencies identified as a result of this review are discussed in Enclosure A.

The deficiencies are significant enough to warrant imposition of the license conditions, also identified in Enclosure A, to ensure the adequate protection of the Commonwealth Edison nuclear power stations against the threat specified in 10 CFR 73.55(a).

The purpose of this letter is to notify you of the unsatisfactory pro-visions of the security plans prior to the release of the Security Plan Evaluation Reports. This is being done in order to provide you with the opportunity to incorporate into the security plans the additional commitments identified in Enclosure A, or other security measures that will provide equivalent protection.

Should you desire not to incorporate these additions and you do not then accept the additions into your security plan, you may initiate the NRR appeal process through the licensing project managers.

In the event the appeal is denied, an Order for Modification of the Licenses, in accordance with 2.204, to incorporate the staff requirements noted in the enclosures into the licenses will be issued.

Enclosure A contains 10 CFR 2.790 information and is being withheld from public disclosure.
