Dear Sir:
Subject:
Systematic Evaluation Program (SEP)
In your letter, reference (b), you requested that we verify the correctness of the facts upon which your evaluation of SEP Topic V-10.A is based. We have reviewed the evaluation and have the following corrections:
1.
Page 2, second paragraph, second sentence:
The correct name for this pump is the low pressure surge tank cooling pump.
2.
Page 2, second paragraph, third sentence:
The pressure retaining components gf both systems have a pressure rating of 665 psig at 400 F, except the bellows,F.
seals on some valves which are rated at 425 psig and 370 The safety valves are set to protect the bellows seals.
The correct reference is page 5.5-2 of the Yankee Rowe Final Safety Analysis heport.
3.
Page 3, first paragraph, first sentence:
The correct location of the radiation monitor in the CCW system is on the suction of the CCW pumps.
4.
Page 3, second paragraph, first sentence:
Although this sentence is correct as written, it infers that chloride and fluoride sampling are not required when the plant is in operation. Since these samples are required at the specified frequency at all times, the phrase "when shutdown"
\\
should be deleted.
(See Table 4.4-1 of the Yankee Rowe Ig Technical Specifications).

Pace 3, last paragraph, second sentence:
Although it is correct that SRP 9.2.) requires a monitor and alarm in tne service water myctam, 1..s not correct to conjure that engineering prudence requires such an installation. An engineer could conceivably evaluate the same system and find it equally prudent to omit the monitor and alarm if this function was provided elsewhere. Interestingly, Regulatory Guide 1.21 Section C.2 states that "... monitoring of each of the majcr contributing sources may be preferable or [a] more sensitive alternative to monitoring the total effluent release..."
Our engineering prudence dictates that upstream monitoring of the component cooling water system, which is a less dilute source, allows for more timely operator action.
We trust this information is acceptable to you; however, should you have any questions, please contact Mr. David A. Hansen of this office.
