Dear Mr. Crockett:

Enclosed is a copy of a petition for rulemaking (PRM-71-6) submitted to NRC and the 40 public comments we have received on that petition.

I am fonvard-ing this to you for your consideration in conjunction with your rulemaking proceedings on highway routing of radioactive materials (Docket No. FM-164).

In November 1977, the NRC received the enclosed petition filed by Critical Mass concerning emergency response for transportation accidents involving radioactive materials. One part of that petition concerns special routing of radioactive materials.

In June 1978, the Commission staff informed the petitioner that the staff will act on the petition upon the completion of the special joint NRC-DOT study on transportation of low specific activity materials which had been undertaken in 1977 at the request of Congressman Timothy E. Wirth.

Also enclosed is a copy of our letter to the petitioner informing him that we are foniarding a copy of his petition to you for your consideration.
