Prior to the use of Model No. 83-1 packaging, you should confirm that the packaging was fabricated in accordance with the design approved by the Conmission.

Non-Conformance of B3-1 Shipping Cask
Dear Sir:
Union Carbide owns two Model B3-1 shipping casks which are used for routine waste shipments under NRC Certificate of Compliance USA /6058/B.
On March 9, 1979 it was determined that the casks were not manufactured in conformance with the drawing referenced in Certificate 6058.
Since tne effectiveness of tne as-built cask cannot be confirmea to equal or exceed that of the certified design without further analysis, this matter is ceing reported pursuant to 10 CFR 71.61.
The B3-1 cask is certified as 6" of lead encased in a jacket of mild steel with an additional k" lamination of steel on the outer surfaces.
The Union Carbide casks have a
" jacket of stainless steel with no outer laminate.
We believe that an analysis was done to show that our design is equivalent to the one described in the certificate of compliance.
However, we do not have such an analysis on file and the certificate gives no indication that such an analysis. was reviewed and approved by the NRC.
Protective packagl<1g, Incorporated, (now a subsidiary of Teledyne) who sold and ceirlified the casks, is assisting us in resolving this matter.
The two Union Carbide casks are presently being held at the reactor site pending further resolution.
