t U.S. NUCLEAR REGULATORY COMMISSION SPECIAL NUCLEAR MATERIAL IMPORT LICENSE SUPPLEMENTARY SHEET 4.

For import shipment of 5 kilograms or more of uranium-235 contained in uranium enriched in the uranium-235 isotope below 20%, the licensee shall promptly.notffy the appropriate Inspection and Enforcement Office by telephone,. telegram or teletype, upon receiving notification that an import shipment has entered the country, giving the date that the import entered and estimated time of arrival at the stated destination.

For each shipment of material to be imported under this license, the licensee shal-1 assure that:

--Arrangements are made for advance notification to be received for any planned shipment specifying the mode of transport, estimated time of arrival, location of the nuclear caterial transfer point,

name of carrier and transport identification.

--Confirmation is provided to the exporting country prior to the 33;;_

comnencement of the planned shipment that the receiver will be ready to accept the shipment at the planned time and.~ location and that he acknowledges the specified mode of transport.

--Arrangements are made for the material to be transported in a locked or sealed container.

--Arrangements are made to insure the integrity of the containers, locks and seals are checked prior to the shiptent.

--Arrangenents for notification of any delays in the scheduled shipment have been made.

--The time that the material is in transit is minimized by reducing the number and duration of nuclear material transfers.

--Respense procedures for dealing with threats of thefts or thefts of such material are established and maintained.

--Arrangements have been made to be notified immediately of the arrival of the shipment at the point of debarkation, or of an;.

such shipment that is lost or unaccounted for.

--Conduct immediately a trace investigation of any shipment that is lost or unaccounted for and report to the Nuclear Regulatory Commission !.
