Reportable Occurrence per Technical Specification 3.5.2 Ahile perf orming ST 5051.01, "ECCS Subsystem Monthly Test" on January 3,1979 for High Pressure Injection Pump 1-1 (HPI l-1) the pump was started and then Investigation revealed that secured at 1460 hours0.0169 days <br />0.406 hours <br />0.00241 weeks <br />5.5553e-4 months <br /> due to low flow indication.

3" HCC-91, the minimum recirculation line to the Borated Water Storage Tank for the HPI pumps was frozen.

An analysis of the situation conducted by the station indicated that the HPI pumps were capable of performing their intended function of providing as flow to ade-the Reactor Coolant System in the case of a Loss of Coolant Accident, quate minimum flow required for pump cooling would exist upon HPI initiation.

As corrective action, the thermostatic temperature setting for the temporary heat trace installed on the recirc line was increased and the line was blown free as the frozen section was thawed. A temporary enclosure was built around the line and additional heat trace was added. At 1105 hours0.0128 days <br />0.307 hours <br />0.00183 weeks <br />4.204525e-4 months <br /> on January 5, 1979, ST 5051.01 was completed f or HPI l-1.

Subsequently, Power Engineering and Construction conducted an analysis of a previous HPI initiation event which indicated that adequate minimum flow may not have existed. The HPI pumps must now be considered inoperable during this period.
