Dear Mrs. Drey:

This is in response to your letter of January 26, 1979, to Mr..R. H.

Engelken addressing those questions not answered by Mr. J. Hanchett

in his letter to you of February 12, 1979.

1.

The design error in the Control Building was discovered during

an investigation of the feasibility of installing a security

window in a Control Building wall.

2.

The NRC staff met with PGE several tirr9 after disclosure of

the design error and conducted a special inspection at

Bechtel Power Corporation headquarters.

The details of the

error are discussed in the enclosed inspection report dated

August 25, 1978.

3.

The design errors and related safety considerations were

reviewed by the Office of Nuclear Reactor Regulation.

4.

Bechtel and Portland General Electric ' Company (PGE) reviewed

the other safety-related structures and confir ed that they

are built properly.

5.

PGE is proposing to restore the originally intended earth-

quake res -tance by adding new walls across an existing

railroad bay and by the addition of a thick steel plate to

the outside surfacc of an existing wall.

Thus, existing

shear walls will not be dismantled under this plan.

The

proposal is under NRC staff review and is not approved at

this time.

Further public hearings will also be required, and

the decision as to the adequacy and safety of the modification

will be made by the Atomic Safety and Licensing Board.
