Dear Mr. DeYoung:

As described in the reference letter, Arizona Public Service Company (APS) and San Diego Gas and Electric Company (SDG&E) have signed a letter of understanding concerning construction of a 500 kilovolt (kV) transmission.

(PVNGS) switchyard. The line will'bd constructed whether or not PVNGS Units 4_ & 5 are constructed and utilizes the PVNGS switchyard only as an.

It is anticipated that a significant portion of the right of way for such line will be situated on Bureau of. Land Management (BLM) land and it is expectedithat BLM will be_ designated as the lead federal agency for com-pliance 'ith NEPA' requirement's.' In order to satisfy BLM and' State require-w ments, APS is obligated to solicit comments from various interested Federal, State and local agencies as input to our environmental studies which are scheduled for completion in March 1980. A copy of the letter used for making these solicitations is attached for your information.

Dear Sirs:

Arizona Public Service Company (APS) and San Diego Gas & Electric Company (SDG&E) are planning to construct a S00kV transmission line from the Pato Verde fl Nuclear Generating Station (P,NGS) west of Phoenix, Arizona, to a substation in Imperial Valley, California. For APS, this Project would supply power from the APS System to the city of Yuma. For SDG&E, the 500kV transmission line would provide This on intertie in the Imperial Valley with a proposed connection into San Diego.

I intertie could be used to transmit energy generated from geothermal sources in the Imperial Valley and from power sources originating in Mexico.

Wirth. Associates has. been retained by the utilities to conduct and manage the l

, environmental. studies from the Sand Hills (Algodones Dunes) in Imperial Valley to i

PVNGS. These studies will be conducted in two phases. Phase I will be the corridor l

planning stage culminating in identification of alternative corridors. Phase 11 will be the impact assessment stage resulting in the detailed description of the environment i

and potential impacts associated with each alternative route.

The Phase I study area includes portions of the counties of Maricopa and Yuma in Arizona and Imperial in California, and encompasses approximately 4,100 square miles (see at tached map). In Arizona, a large portion of the study area includes an area recently investigated by Wirth Associates for APS's Gila Bend to Yuma 230kV Transmission Line Project. The S00kV line would be built in place of the originally proposed 230kV line. In Arizona, the northern edge of the study orca is defined by the Yuma Proving Grounds and the Eagle Tail and Little Horn mountains. To the east, the study orca boundary generally parallels State Highway 80 between Buckeye and l

Gila Bend. The southern edge of the study area is limited by the Luke Air Force Base, which extends from south of Gila Bend to southeast of Yuma.

In California, the majority of lands between the Colorado River and Imperial Valley that are included in the Project area were studied by Wirth Associates in 1975 for SDG&E's Sundesert Nuclear Project. Consequently, the study area for this project in California extends to the west as far as the Sand Hills; and to the north along the edge of the Chocoloie Mountains. The castern and soulhern boundaries of the study area are defined by the Colorado River and the international border with Mexico.

y Sirs Fe!,, oor y 21,1979 Pege 2 All studies will be conducted in order that APS and SDG&E may comply with the National Environinental Policy Act (NEPA), the California Environmental Quality Act (CEGA) and the Arizona Power Plant and Transmission Line Siting Act.

An integral. component of the proposed environmental program is the active solici-totion of input from various agencies and interest groups through a contact program.

The intent of the contact prograrn is two-fold.

First, to insure that the most accurate and up-to-date environmental information is utilized in generating the data base; and second, that agency and special interest groups' concerns are integrated into the study process.
