Appendix A NOTICE OF VIOLATION Cincinnati Gas and Electric Docket No. 50-358 Company Based on the results of an NRC inspection conducted on December 28-29, 1978, it appears that certain of your activities were not conducted in full compliance with NRC requirements as noted below.
This is a infraction item.
10 CFR 50, Appendix B, Criterion XVI requires, in that deficiencies and noncomformances be promptly identified and corrected. Paragraph 17.1.16 of the Zimmer FSAR states, in part, " Deficiencies are normally resolved between QA6S and QA representatives cf the vendor or constructor."
Contrary to the above, the corrective actions described in the licensee's response to a previous item of noncompliance was not fully implemented in that (1) the KEI memorandum that authorized deviation from the CG&E QA Manual requirements was not rescinded, (2) there was no documentation to indicate that personnel had been informed of the cancellation of the KEl memorandum, and (3) no action had been taken to review memorandums of a similar nature to assure none were issued that would cause a devia-tion from establi.ched procedures.
