Dear Mr. Reed:
The Commission has issued the enclosed Amendment No. 42 to Facility Operating License DPR-39 and Amendment No. 39 to Facility Operating License No. DPR-48 for Zion Station, Unit Nos.1 and 2, respectively.
The amendments consist of changes to the Technical Specifications in response to your application of February 2, as supplemented February 9, 1979.
These amendments revise the Technical Specification limits for total nuclear peaking factor (Fn) for Zion Units 1 and 2 under base load and load follow modes of operation.
Your submittals of February 2 and 9,1979 together with these amendments satisfy the requirements of our Order for Modification of licenses issued April 21, 1978. Copies of our Safety Evaluation and the Federal Register Notice related to these amendments are also enclosed.
