Dear Mr. Whitmer:

This is in response to your letter of January 30, 1979 to Mr. Denton requesting to delay tne full implementation of your security plan beyond the February 23, 1979 date required by 10 CFR 73.55.

The Commission, in extending the date for full implementation of this rule from August 24, 1978 to February 23, 1979, made it very clear that licensees would be expected to expedite full implementation of their security plans in order to meet the requirements of the regulation by the February date. They also made it clear that further extensions of time for full implementation would not be considered.

Therefore, your request is denied.

However, your security plan (MASP) as currently developed, if supplemented with compensatory measures that provide equivalent protection in lieu of those systems that will not be fully implemented by the February date, may provide the protection required by 73.55.

I suggest that you take immediate steps to provide supplements to your plan describing the necessary compensatory measures for each of the items requiring additional time for completion. In order to assure that the supplements will contain the necessary information, I suggest that your staff cdntact Mr. Eugene Mc9eek, Hatch Nuclear Plant review team leader, to discuss the compensatory measures prior to their submittal. By imple-menting compensatory measures in conjunction with your MASP by February 23, 1979, you can provide the level of protection required by 73.55.

If you desire to meet with me to discuss these matters, Mr. McPeek can make the necessary arrangements.
