Dear Mr. Groce:
By letter dated February 9,1979, you proposed use of a shipping cask and lifting device in connection with the removal of fuel cods from several failed fuel bundles for shipment to Vallecitos Nuclear Center for hot cell examination. As we required in our January 28, 1977 letter to you, you requested that we review and approve the cask lifting device prior to any cask movement. We have completed our review based on information provided in your February 9,1979 letter.
We conclude that the proposed use of the cask and lifting device is acceptable. A copy of our Safety Evaluation is. enclosed.

I SAFETY EVALUATION OF PROPOSED CASK MOVEMENTS FOR THE REMOVAL OF FAILED _ FUEL ELOHENTS WITH THE GE 1600 SERIES CASK AT VERMONT YANKEE I.
In troduc tio n In its February 9,1979 submittal, the Vermont Yankee Nuclear ~7wer Corporation described the dual rigging supplied with the General Electric Company 1600 Series shielded shipping cask for the removal of fuel rods from several failed fuel bundles.
They are to be shipped to the Vallecitos Nuclear Center for detailed hot cell examination to determine the cause of failure of the rods contain-ing gadolinia.
This review has been limited to the adequacy of the rigging interposed between the 20,000 lbs. GE Series 1600 shielded shipping cask and the load attaching point on the Vermont Yankee overhead crane rated for 110 tons.
This load represents approximately nine percent of the cranes rated capacity.
Because of the measures taken to satisfy the provisions of regulatory position C.3.b. of Regulatory Guide 1.104 and the relatively small load (9%)
l with respect to the rating of the crane, the staff finds that the overhead handling system for the described operations acceptable.
II.
Eval ua tion The analysis included in the February 9,1979 submittal indicates i
that a four legged sling with turn buckles on two legs and adjusted such that all four legs will be taut will be utilized in handling the 20,000 lb. cask with a factor of safety exceeding 4 under the i
most adverse combined static plus dynamic loading conditions when i
it is conservatively assumed that only two of the four legged sling is carrying the 'oad.
This meets the intent of Regulatory Guide 1.104 Position C.3.b. and therefore is acceptable.
To accommodate the four legged sling, two additional bolted on attach-ment points have been provided on the cask.
The analysis of the two additional bolted-on cask stainless steel dual attachment errs shows that they will conservatively support the load of the cask in the event the primary cask lifting lugs should fail.
III.
Conclusion We conclude that the dual rigging and attachment points on the GE Series 1600 cask meet the intent of regulatory pcsition C.3.b. and is therefore acceptatie.
