Dear Mr. Ippolito:
In accordance with the Code of Federal Regulntions, Title 10, Part 50.90 and Part 2.101, Carolina Power & Light Company hereby requests a revision to the Operating Licenses for its Brunswick Steam Electric Plant (BSEP), Unit Nos. 1 and 2. The change requested involves a modification to Paragraph 2.B.(7) cf Facility Operating License No. DPR-62 and Paragraph 2.B.(6) of Facility Operating License No. DPR-71. The requested revision would change these paragraphs to reflect the requirements of supplements issued by the NRC to its November 22, 1977, Safety Evaluation Report (SER). Since any supplements to the SER will be preceded by NRC safety review snd evaluation, the requested license amendment itself does not involve any safety issues. Copies of revised Paragraphs 2.B.(7) of DPR-62 and 2.B.(6) of DPR-71 are enclosed with revisions indicated by a vertical line in the right-hand margin. In acc.ordance with 10CFR170.12(c), we have determined that this revision is administrative in nature, and the amendments constitute one Class I amendment and one Class II amendment. 7 2.B.(6) The licensee may proceed with and is required to complete the modifications identified in Paragraphs 3.1.1 through 3.1.35 of the NRC's Fire Protection Safety Evaluation Report on the Brunswick facility dated November 22, 1977 and supplements to the Safety Evaluation Report. These modifications shall be completed by the dates identified in the Safety Evaluation Report and supplements to the Safety Evaluation Report. In addition, the licensee shall submit the additional information identified in Table 3.1 of this Safety Evaluation Report in accordance with the schedule contained therein. In the event these dates for submittal cannot be met, the licensee shall submit a report explaining the circumstances, together with a revised schedule.
