Insoection on December 12-15, 1978 (Report No. 70-398/78-02)
Areas Inspected:
Routine, unannounced inspection by regional based inspectors of nuclear material control and accounting, including:
organization; material control areas; physical inventory and records and reports.
The inspection involved 64 inspector-hours onsite by two regional based NRC inspectors.
Results: No items of noncompliance were identified.

Organization The inspector reviewed the origanization structure as shown within the licensee's Fundamental Nuclear Material Control Plan (FNMC) and compared the stated structure to the current practice.
All nuclear material control and management positions were filled as stated.
The licensee maintains a training program for all nuclear material personnel and training sessions have documented as to subject of training, number of hours and attendees by the accountability office. All nuclear material personnel affirmed that they were attending training sessions.
No items of noncompliance were identified.

Material Control Areas The licensee maintains two material balance areas and three item control areas as stated in the FNMC Plan. Material Control in each of these areas was maintained by a different licensee employee and custodial responsibility was issued in writing by licensee management.
The inspector observed that each custodian maintained a ledger which showed current inventory, receipts and removals.
Audit of the ledger revealed no discrepancies.
No items of noncompliance were identified.

Physical Inventory The inspector reviewed physical inventory records which showed that inventories were performed at 60-day frequencies for the period July 1977 through flovember 1978.
The inventory records documented that inventories were taken by teams.
Checks of the accuracy of the inventory ware performed by the inspectors by independently reconciling the September 27, 1978 physical inventory.
The in-ventory listing was compared with the material types summarized by the licensee and no differences were noted.
The inspector, using the inventory taken on November 27, 1978, performed item iden-tifications to provide assurance that items listed on the physical inventory were present at the licensee's facility.
All items selected were located and id ntified.
These item verifications were performed in each of the five control areas.
No items of noncompliance were identified.

Records and Reports The inspectors audited d.e material control and accounting records and reports for the material balance periods April 1,1977 -
September 30, 1978.
Based on a facility tour and audit of licensee records, it was determined that the licensee has confined his possession and use of special nuclear material to the locations and purposes authorized by his license.
The Nuclear Material Trans-action Reports (Form NRC/ERDA-741) documenting receipts and ship-ments were reviewed for proper signatures, timeliness, format and accuracy of content.
The same tests were performed on measured discard and loss reports. Material Status Reports (Form NRC/ERDA-742) submitted for the periods ending September 30,1977, March 31, 1978 and September 30, 1978 were also reviewed in the same manner.
Results were then traced to the licensee records and the DOE-NMMSS computer tabulations.
The licensee reconciled and adjusted the book inventory to the results of the physical inventories performed during the periods under review, as required by regulation.
Also, it was determined that the licensee's physical inventory totaled less than the authorized possession limits.

6.
Exit Interviews An exit interview was conducted on December 15, 1978 with attendees shown in Paragra'ih 1.
Licensee representatives were informed of the scope and findings of the inspection.
