The Comission, by a vote of 5-0, approved a proposed Order indicating that oral presentations in this proceeding will not be held, that the public proceeding in this case is deemed complete upon issuance of the proposed Order, and that the statutory time limits under the Nuclear Non-Proliferation Act for agency action shall commence on the date the Order is signed.

(Subsecuently, the Secretary signed the Order on January 29,1979).
The Comission also agreed to schedule a meeting at 9:30 a.m., Friday, February 2,1979 to consider the merits of issuing Export License No.
70-2738. By a vote of 4-1, with Comissioner Kennedy dissenting, the Comission determined that the February 2 meeting would be held closed to public attendance.
