Dear Governor Grasso:

I have your letter of May 7,1979 concerning tne operation of nuclear power plants in Connecticut.

The Commission will be replying in detail vary soon.

In the meantime, I am making this brief personal reply to confirm, at her request, my telephone conversation this afternoon with Ms. Linda Hershman of your office.

As I told Ms. Hershman, neither Millstone Unit 1, for which the refueling outage should be completed in early June, nor Millstone Unit 2, for wnich the refueling outage should be completed this weekend, will start up until all of the applicable immediate action items and requirements of the NRC Inspection and Enforcement Office bulletins related to the Three Mile Island accident have been fully implemented and have been confinned by on-site inspections by NRC staff.

The same conditions apply to other similar directives and reconnend-ations of the NRC, and to recommendations from the reactor or equipment manufacturers pertinent to safe operation of these units.

The designs of the Millstone units are different from that of the Three Mile Island unit; Millstone Unit 1 is a boiling water reactor manu-factured by General Electric Co., and Unit 2 is a Combustion Engineering pressurized water reactor having a large secondary water volume type of steam generator.

It is possible that our analysis of the Three Mile Island accicent will lead to longer term recommendations for additional safety measures for these, as well as all other operating plants.

However, the staff concludes that the measures now being implemented will provide assurance of safe operation of these units for the presently

contemplated operating periods.

The staff inforns me that all immediate requirements and the confirmatory inspections for Millstone Unit 2 should be completed tomorrow.
