he Advisory Committee on Reactor Safeguards held its 227th meeting in Washington, DC on March 8-10, 1979.

Items considered at this meeting are summarized briefly below:

Projects ne Committee completed its review of the request for an Operating License for the William H. Zimmer Nuclear Power Station Unit 1.

A copy of the report regarding this project has been provided to you.

Miscellaneous he Committee met with members of the NRC Staff and representatives of the nuclear power industry to discuss proposed NRC Staff alternatives for resolution of Anticipated Transients Without Scram (A'IWS). Se Committee will consider this matter further during the 228th ACRS meet-ing.

The Committee reviewed its report, Status of Generic Items Relating to Light-Water Reactors: Report No. 6, and determined that four items listed in this report are resolved: monitoring of loose parts inside the pres _sure vessel, qualification of new fuel geometries, maintenance and inspection of plants, and safety-related interfaces between the reactor island and _the balance-of-plant. A copy of the Committee's revised report, Status of Generic Items Relating to Light-Water Reac-tors: Renort No. 7, has been provided to you.

We Committee has completed its evaluation of candidates proposed to fill the vacancy on the Committee, and has forwarded to you recmmenda-tion regarding those nominees considered appropriate.

e Honorable Joseph M. Hendrie March 22, 1979 The Committee heard reports from members of the NRC Staff regarding recent operating experience and licensing actions, including a Techni-cal Specification change for Dresden Nuclear Power Station Unit 2 to allow temporary operation with modified secondary containment and NRC criteria and procedures for imposing civil penalties on licensees.

The Comittee met with members of the 1 Staff to discuss the NRC Staff's participation in the Nonproliferation Alternative Systems Assessment (NASAP) and the International Fuel Cycle Evaluation (IhTCE) programs.

We Committee met with Mr. Robert Bernero, Assistant Director for Msterial Safety Standards, to discuss NRC/ DOT activities regarding the developent of criteria for the highway routing of shipents of radio-active materials. By separate memorandum the Committee has responded to an inquiry from Mr. Bernero regarding ACRS participation in several matters related to the transportation of radioactive materials. The Committee also approved a memorandum to the Executive Director for Operations recommending that the NRC Staff assure that information concerning risks from both radioactive and nonradioactive shipents be made available to both the NRC and the DOT. Copies of these memoranda have been provided to you.

Se Committee discussed the status of NRC Staff activities regarding combination of dynamic loads as a design basis for nuclear plants and has established an ad hoc subcommitte'e to pursue this matter. An interim letter regarding this subject has been sent to you.

We Committee considered further the requirements for shutdown and decay heat removal using safety-grade equipent. It approved a memorandum to the Executive Director for Operations recommending that a limited proba-bilistic study of this matter be undertaken. A copy.of this memorandum has been provided to you.

The Committee approved a memorandum to the Executive Director for Oper-ations infoming him that it concurs in the NRC Staff's regulatory position, on the following Regulatory Guides:

Regulatory Guide 1.137, Rev.1, " Fuel Oil Systems for Standby Diesel-Generators", and Regulatory Guide 1.143, Rev.1, " Design Guidance for Radioactive Waste Management Systems, Structures, and Components Installed in Light-Water-Cooled Nuclear Power Plants".

A copy of the memorandum has been provided to you.
