DOCKET tiOS. 50-266 kl0 50-301 SAFtlY IHJECTI0a SYSTEM ACTUATIO3 TECH!!ICAL SPECIFICATI0a CHAatiE REQUEST 140. 62 POINT BEACH HUCLEAR PLANT, U41TS 1 AND 2 In accordance with Part 50.59 of Title 10 of the Code of Federal Regulations, Wisconsin Electric Power Cocpany (Licensee) hereby requests amend-ments to Facility Operating Licenses DPR-24 and DPR-27 to incorporate the following changes to the Technical Specifications for the Point Beach Nuclear Plant, Units 1 and 2.
The attached changes are the result of modifications proposed in response to the directions of IE Bulletin No.79-06A and are described core fully below.
Specification 15.3.5, " Instrumentation System" specifies the initia-tion instrument setting limits for engineered safety features. Among these limits are the initiation instrument settings and 11aiting conditions for operation for safety injection actuation instrumentetion. These specific limits are identified in Item Hos. 3 and 4 of Table 15.3.5-1 and Item No.1 of Table 15.3.5-3, respectively.
Previously safety injection at the Point Deach Huclear Plant was automatically initiated by, among other things, a coincidence signal of pressurizar low pressure and low level IE Bulletin Ho,79-06A directed, in Item 3 of the bulletin, that all facilities using pressurizer water level coincident with pressurizer pressure for autocatic initiation of safety.
injection should trip the low pressurizer level setpoint bistables so that when pmssurizer pressure reaches the low setpoint, safety injection would be initiated regardless of the pressurizar level. This changa was completed at 10:50 a.m. on April 27, 1979. We are concerned, however, that this action has resulted in placing both operating Point Deach reactors in a condition which is susceptible to spurious actuation of the safoty injection system, with resulting reactor trip, turbine trip and containrrant isolation, because of the resulting one out of three low pressurizer pressure safety injection initiation logic.
