Dear Mr. Taylor:

This letter responds to your letter, dated February 21,1979, which transmitted the Lacrosse Boiling Water Reactor flodified Amended Security Plan (MASP) and requested specific temporary exemptions from the requirements of 10 CFR 73.55.

The staff has completed its review of the MASP. On March 21, 1979 the results of the review were discussed with the LACBWR Superintendent, Mr. Shimshack. The specific items discussed are shown in Enclosure A.

Because of the minor nature of the necessary changes, and expiration of the date for implementation (February 23, 1979) of your MASP, we request that these changes be submitted within ten days of the receipt of this letter.

Regarding your request for exemptions, the Commission, in extending the date for full implementation of this rule from August 24,1978 to February 23, 1979, made it very clear that licensees would be expected to expedite full implementation of their security plans in order to meet the requirements of the regulation by the February date. They also made it clear that further extensions of time for full implementation would not be considered.

Therefore, your request for exemption is denied.

However, your security plan (MASP) as currently developed and modified by the changes discussed with Mr. Shimshack, when supplemented by compensatory measures that provide equivalent protection in lieu of those systems that are not currently implemented will be adequate to 7904210687 AtWehmesheadsmetWehold
