APPLICATION FOR EXPORT LICENSE DATED 3/20/79, XSNM01484, LEU TO JAPAN

Purpose:

To inform the Commission of the re eipt of a license application.

Discussion:

Enclosed for the information of the Commission are copies of an. application for a license for which Commission action will ultimately be necessary. Copies of the. application have been placed in the Public Document Room.

It is noted that this is a routine reload for Fukushima I, Unit 4,.which ordinarily could be approved at the staff level pursuant to 10 CFR 110.40(b)(2); however, this request will be forwarded for Commission review as requested by Commissioner Bradford on December 8, 1978.

Commissioners are requested to advise the staff of any particular issues or information which they can identify at this stage and which they wish included in the staff's analysis.

Application for an Export License of Special Nuclear Material - Fukushima I Unit No. 4 Power Reactor - Japan Gentlemen:

Pursuant to 10CFR110-5 we hereby apply for a license to export to The Fukushima Unit No. 4 Power Reactor of The Tokyo Electric Power Company the special nuclear material: enriched uranium dioxide powder as described on the attached Form NRC-7 dated 3/20/79.

As shown on the Form NRC-7, the material is firstly to be destined to Japan Nuclear Fuel Co. for fabrication into fuel assemblies. The CF6-UO2 conversion is scheduled to be made by General Electric Co=pany in the U. S. before exportation.

The material is to be owned at time of export by The Tokyo Electric Power Company and to be used for their second reload fuels of the above-referenced reactor.
