We were informed during a series of meetings with the US Department of State, the US-DOE and the NRC in November,.1978 that the following ex-port license applications have been submitted to the White House for final approval by the Execu :.ive Branch:

It was indicatec at this time tnat Executive Branch a:: proval might well be given by the end cf 1973. However, in the meantime, we have received no infomation as to whetner approval has been given.

As you can no doubt appreciate, a constant ficw of material to NUKEM is necessary in order to meet the fuel element requirements of the European MTR operators. Mcwever, the fact that the above listed expert licenses have not as yet been granted means that we are again running into material shortages, which will soon threaten tne con: incus oceration of Our pro-duction. In considering this situation, we ask you to bear in mind :nat the physical export of the highly enriched uranium usually takes place scme fcur to six mcnths after the relative expert license is issuec due o the ".ecessary contractual anc transport arrangements.
