By letter dated September 20, 1977, the Consolidated Edison Company responded to our letter of July 1,1977 concerning High Pressure and Low Pressure Safety Injection (HPSI and LPSI) system throttle valves.

We have completed our review of that response and conclude that Section 4.5 of the Technical Specifications for Indian Point, Unit 2, which deals'with the HPSI system, need not be changed to satisfy the intent of our July 1,1977 letter.

Since the LPSI system throttle valves are not automatically actuated and are only used for throttling during the long-tem recirculation mode, pre-specified valve positions are not appropriate.

In conclusion, we find your response acceptable and no further action is required.
