This certificate is issued to satisfy Sections 173.393a,173.394,173.395, and 173.396 of the Department of Transportation Pizardous Materials Regulations (49 CFR 170-189 and 14 CFR 103) and Sections 146-19-10a and 146-19-100 of the Department of Transportation Dangerous Cargoes Regulations (46 CFR 146-149), as amended.

The packaging and contents described in item 5 below, meets the safety standards set forth in Subpart C of Title 10, Code of Federal Regulations, Part 71, " Packaging of Radioactive Materials for Transport and Transportation of Radioactive Material Under Certain Conditions.

Packaging (1) Model No.: AL-M1 (2) Description Packaging for tritiated water held on sorbent material. The outer packaging is a 55-gallon drum with a vented lid. The drum body and lid are fabricated from 16-gauge steel.
The stainless steel valved cylindrical tank provides primary containment, and is held within a sealed stainless steel secondary container which has a 6-5/8-inch 0.D.
by 23-7/8-inch height.
The primary and secondary containers are centered within the drum by the drum lining and spacers made from Superex and Firedike insulation (Johns-Manville products).
The package gross weight is 550 pounds.

Each containment vessel, prior to first use, shall be leak tested using helium. The test shall have sufficient sensitivity to detect a leak rate 1x10 6 cm3/sec of helium gas at standard temperature and pressure.

The loaded package shall be tested for tritium leakage prior to shipment using an ionization monitoring technique. The test shall be sufficiently sensitive to detect a maximum tritium release corresponding to lx10 3 curies per hour.

At the time of shipment the pressure in the primary containment vessel will not exceed 1 atm at ambient temperature.

The packaging authorized by this Certificate of Compliance is hereby approved for use under the general license provisions of 10 CFR 571.12(b).
