Dawson 175 Curtner Avenue San Jose, CA 95125 This refers to your application dated July 26, 1978, to amend Special Nuclear Material License No. SNM-1270 to permit General Electric, at its discretion, to delegate to its legally designated agent GE's responsi-bilities under this license for conducting certain surveillance and acceptance activities with respect to delivery of radioactive material to a carrier for transport.
We have reviewed the subject application and find that GE does not have effective possession of the radioactive material because the packages are loaded by the facility licensee. Also, a knowledgeable GE employee would not be present at the facility to accept possession of the radio-active material in an approved package for delivery to a carrier for transport.
Therefore, your application of July 26, 1978, for an amendment of Special Nuclear Material License No. SNM-1270 is denied.
