Gentlemen:
This refers to the inspection conducted by Miss R. Greer of this
office on November 30 - December 1, 1978, of activities at Big
Rock Point Nuclear Plant authorized by NRC Operating License No.
DPR-6 and to the discussion of our findings with Mr. C. Hartman
and o:hers of your ctaff at the conclusion of the inspection.
The enclosed copy of our inspection report identifies areas
examined during the inspection. Within these areas, the
inspection consisted of a selective examination of procedures
and representative records, observations, and interviews with
personnel.
No items of noncompliance with NRC requirements were identified
during the course of this inspection. However, an area was
identified which needs management attention. We are concerned
about your use of the NaI detector to quantify effluent re-
leases. As discussed in paragraph 3 of the enclosed inspection
report, several disagreements resulted from your failure to
detect certain radionuclides using the NaI system. Although the
total activity that you quantified on the particulate filter was
approximately the same as the total activity reported by the NRC's
Reference Laboratory, the mr.ximum permissible concentrations con-
tained in 10 CFR 20 Appendix B are more restrictive for certain
radionuclides not detected by the NaI system than the concentra-
tions for the radionuclides reported (for example, Cs-134 and
Mn-54).
We are concerned that a future release could exceed
regulatory limits for a radionuclide not detected by the NaI system.
Please inform this of fice in writing within twenty days of your
receipt of this letter of the actions you will take to insure that
no regulat,ry limits are exceeded during the times you' consider it
absolutely necessary to quantify effluent releases using the NaI
detector.

In accordance with Section 2.790 of the NRC's " Rules of
Practice," Part 2, Title 10, Code of Federal Regulations, a
copy of this letter and the enclosed inspection report will
be placed in the NRC's Public Document Room, except as follows.
If this report contains information that you or your contractors
believe to be proprietary, you must apply in writing to this
office, within twenty days of your receipt of this letter, to
withhold such information from public disclosure.
The
applicntion must include a full statement of the reasons for
which the information is considered proprietary, and should be
prepared so that proprietary information identified in the
application is contained in an enclosure to the application.
We will gladly discuss any questions you have concerning this
inspection.
