Dear Dr. Uhrig:
The NRC staff has completed its review of the St. Lucie Unit No.1 Security Plan. The security plan deficiencies. identified as a result of this review are discussed in Enclosure A.
The deficiencies are s19n1T1 cant enougn to warrant imposition of the license conditions, also identified in Enclosure A, to ensure the adequate protection of St. Lucie Unit No.1 against the threat specified in 10 CFR 73.55(a).
The purpose of this letter is to notify you of the unsatisfactory provisions of the Security Plan prior to the release of the Security Plan Evaluation Report. This is being done in order to provide you with the opportunity to incorporate into the Security Plan the addi-tional comitments iaentified in Enclosure A, or other security measures that will provide equivalent protection.
Should you contest these revisions to your Security Plan you may initiate the NRR appeal process through the licensing project manager.
In the event the appeal is denied, and you do not choose to then incorporate these provisions into your Security Plan, an Order for Modification of License will be issued in accordance with 2.204, to incorporate the staff requirements into the license.
Enclosure A contains 10 CFR 2.790 infonnation and is being withheld from public disclosure.
