This same licensing process develops tne.iec-essary cperating controls as part of the license conditions to assure public crctection.

As part of the NRC's assumption of the Congressional nandate for public protecticn, the Office of Inspection and Enforcerent has been given the responsibility of monitoring and inspecting nuclear plant opera-
