I have reviewed the data on plutonium concentrations in soil samples taken at the Pawling site. The plutonium concentrations, whether one uses the average value' for the total sample ( ~ l dpm/g) or the average value for

the -35 mesh sample ( ~ 4 dpm/g), do not represent a radiation exposure A
hazard. This observation is based on the following ccnsiderations:
a) These plutonium concentrations are a factor of at least 100 below the interim standard for plutonium in soil of 500 dpm/g proposed by Healy. This standard was derived from a consideration of the radiation exposure which would result from the presence of plutonium in soil and is based on conse-e assumptions.
b) The area contaminated to levels of 1 dpm/g or greater are limited to relatively small areas. Healy's standard is derived from considerations which relate to contamination of areas much larger than those involved at Pawling.
Some other observations are as follows:
I note that Regulatory Guide 4.5 " Measurements of Radionuclides in the Environment, Sampling and Analysis of Plutonium in Soil" recommends that data on plutonium in soil be reported per gram of total soil.
It also specifies that the total sample or at least that fraction greater than 2-nm be analyzed.
Regulatory Guide 4.5 recommends soil sampling procedures primarily designed to determine plutonium inventory and is not necessarily applicable to provide data which can be interpreted in terms of land contamination standards based on radiation exposure considerations.
Plutonium soil standards based on radiation exposure standards may require a special sample collection procedure which is designed to provide data which can be interpreted with respect to the standard.

The enclosed additional results of analyses performed on soil samples taken at the Gulf United Nuclear, Pawling site and submitted for analyses on April 8, 1975 by New York State personnel are hereby forwarded..
The analyses were perfor=ed by the Idaho Health Services Laboratory. The results are listed in disintegrations per minute per gram of soil and are for the +35 mesh fraction. The +35 mesh fraction consisted primarily of
, gravel-like materials which were crushed, ground and blended prior to analysis. These results coupled with the results for the -35 mesh fraction previously sent to you in our letter dated May 6, 1975 should better enable you to make a determination of the average Pu concentrations per gram of soil.
