Dear Mr. Denton:

10CFR50.54 RE00EST REGARDING THE DESIGN ADEQUACY OF THE 8&W NSSS UTILIZING THE OTSG We have received your letter of October 25, 1979 requesting information pertaining to overcooling transients, the sensitivity of the OTSG design and construction schedules for Units 3 and 4.

We understand that the NRC intends to use this information to determine if it is necessary to halt all or portions of the construction of our units pending the results of the NRC's Integrated Reliability Evaluation Program.

As stated in cur letter of October 30, 1979 (Serial No. 868), Vepco has undertaken a study of the feasibility of utilizing existing North Anna Units 3 and 4 equipment in the design and construction of coal units. Pending the ecsults of this study, the construction of Units 3 and 4 has been reduced to a caretaicr status. We expect this feasibility study to take from 6 months to a year.

The construction of these units is at a very early stage and virtually no progress has been made on any of the affected systems, although some of the components have been purchased. Presently, no schedule exists for the installation of the affected systems and components.

In the event that we decide to resume the construction of Units 3 and 4 as nuclear units, we intend to fully address the concerns presented in your October 25, 1979 letter. Due to the uncertain status of these units, we trust that this response is satisfactory.

Very truly yours,

, )(?
