File By letter dated February 3,1978 (GQL 0138) you requested amendment of Operatina License No. DPR-50 for Three Mile Island Nuclear Station.
Unit No.1 (THI-1). The proposed amendment would revise the method ecoloyed to verify free operation of the reactor internals vent valves. Specifically, the present technical specification (4.16.1.c) states that the verification shall be made with a force equivalent to 10.15 to 1 30 psid, while you propose to change the specifica-0 tion to require verification simply with a f8rce of 400 lbs applied vertically upward.
In. reviewing the safety evaluation' accompanying this requested change, we find no technical justification has been presented for the value of 400 lbs (applied vertically upward) to show that it is equivalent to the values of < 0.15 to < 0.30 psid presently stated in the specification. Accordingly7 in order for us to review this ratter, you should provide such complete technical Justification.
In addition, you should explain clearly why this change, including any mechanical changes in the method used to perforn the test, does not involve a significant increase in the prtbability or consequences of accidents previously considered and does not involve a significant decrease in safety margin. You should also indicate the reason for requesting the change.-inasmuch as the reason stated in your submittal (NRC request) is not correct.
