Dear Sir:

By lE Bulletin 79-14, dated July 2, revised July 18, and supple =ented August 15, 1979, PGE was advised of difficulties at other plants related to the accuracy of input information for seis=ic analysis of safety-related piping systems and was requested to verify that analytical input data confor:s to installed system configuraticas at Trejan.

PGE is verifying seis=ic analysis input data by first confir=ing that as-built drawings properly reflect field installation and, second, by confir=-

ing that data on these as-built drawings has been properly reflected as input into th'e seis:1c analysis.

System walkdewns have been eo=pleted fer.all accessible nonredundant and one train of the redundant systems at Trojan. The results to date, presented in our attached 60-day report, confir: that as-built drawings of safety-related syste=s at Trojan properly reflect cetual field install-ation. Two nonconfornance reports, one of which does not apply to this Bulletin and the other not affecting syste= operability, have been issued during the current syste= valkdevns.

This small number of nonconfor:ances is due largely to extensive confir=atory work pr eviously conducted at Trojan. This confir:atory work, outlined in submittals to the NRC, dated July 27, 1979 and August 1, 1979, included extensive "as-built" confir=a-tien walkdcwns and investigations which verified that plant documentation reflected actual field design.

The effort to confir= that as-built data has been properly input into the seis ic analysis has not been cc:pleted. To date, apprcxicately 30 per-cent of the corresponding seismic analysis input data for accessible nenredundant and one train of the redundant systs:s has been rechecked by Bechtel~Pcwer Corporation. To date,' data verification has uncovered enly cinor descrepancies. We have found no conditien which affects systc: cperability.

In conclusion, cc:pliance with the intent of the field inspection require-cents of Eulletin Ite: 3 has been achieved by investigations described in the above centioned submittals and by the inspection outlined in the 60-day report,.

There is a high degree of assurance that potentially significant nonconfor:ances to design docu:ents, as described in IE Eul-letin 79-14, do not exist at the Trojan Nuclear Plant. Consequently, as indicated in our letter of August 1, 1979, PCI does not plan to conduct the 120-day field inspaccion unless otherei:e instructed.

Con-fir =ation that the as-built field data has been prcperly input into the seis=ic analysis is continuing and will be addrested in a supplemental report by Septenber 28, 1979.

If the results of the data input confirza-tion effort continues to be as faverable as has been experienced to date, PCE will not plan t'o conduct a data verification of the remaining syste=s.

Should the NRC decide, after reviewing this report that Trejan should perform the 120-day field inspection, we request that the inspection be deferred until our next refueling which is scheduled for early next year.

Trojan is essential to =eeting our load requirements due to a current significant shortage of energy ir the Pacific Northwest since lack of rainfall has reduced hydro electric resources.

Deferring the shutdown portion of the inspection until the refueling outage would i= prove the probability of preventing electrical power shortages until reservoirs in the area have had an opportunity to return to nor=al levels.
