In 1373 2abccck and Wilcox found that Arkansas !!uclear Cne L' nit 1 (ANO-1) reactor vessel was cne of the 12 which might contain what they termed atypical weld metal.
The high silicon, lgw nickel, weld metal exhibited a Reference Temperature (RT, ) of 120F.
Therefore, this temperature was established as the minimum dud tensioning temp-erature until such time as it could be shcwn that Atl0-1 actually had no atypical weld m.etal or that 70 F was an allcwable RT.,O7 tempe ra ture by virtue of more precise analysis.
Sy lett'er dated Cecember 7,1973, and supported by letter dated April 16,1979, you requested that stud tensicning (detensionirg) at 70 F be allcwed at M0-1.
We have reviewed the fracture toughness tesc data presented in your letter of April 16, 1979, and find that stud tensioning at 70 F dces not entail a safety hazard and therefore, can be allcwed.
The technical basis for cur findings are discussed in the enclosed safety evaluation.
