SUBJECT:
LICENSE AMENDMENT APPLICATION DATED JANUARY 2,1979
Background:
CGE is licensed under NRC Materials License No. SIN-1823 for the storage of fuel and accessories for eventual use in the William H. Zimmer Nuclear Power Station, Unit 1.
In the subject amendment request dated February 2,1979, CGE requests that the license expiration date be amended to read, "upon conversion of Construction Permit No. CPPR-88 to an operating license," and that the license be amended to allow the use of a nominal 5 curie Pu-Be neutron source.
Discussion:
On February 15, 1979, I telephoned Mr. James D. Flynn, Manager, Licensing and Environmental Affairs for CGE and advised him that our licensing procedures required a date to be.specified for the expiration of a license.
I told him that we would have no objec-tion to extending the license for one year so that the expiration date would be "May 31, 1980, or upon conversion of Construction Permit No. CPPR-88 to an operating license, whichever is earlier."
He stated that this would be satisfactory.
The neutron source requested is Monsanto Model 2724 source wi th a nominal (
10") five curies of Pu-238.
For this reason the request is being considered to be for a 5.5 ci source.

. f!uclear Safety and Environmental Considerations:
fleither extending the term of the license nor authorizing the use of the neutron source will adversely affect the nuclear safety parameters not the environmental considerations which were previously reviewed and approved.
Radiological Safety:
The scarce is to be used as a calibration check device for portable neutron survey instruments.
Mr. D. L. Erickson is responsible for radiation safety at ZPS-1. Mr. Erickson's resume and a description of the ZPS-1 rad-chem staff are included in the FSAR. This information has been reviewed and it is determined that the qualifications, as well as the equipment available, of the applicant are adequate to assure safe use of the source. CGE also states that personnel monitoring for neutron dose will be done in accordance with the criteria and methods reconnended in Revision 1 of Regulatory Guide 8.14.
In addition the standard condition regarding leak testing of sealed plutonium sources has been added to the license.
