Dear Mr. MacDonald:
The General Electric Company, Vallecitos Nuclear Center (VNC), has for several years made shipments of radioactive materials in the G.E. Model 100 shipping container.
Over this period a number of minor changes have been made in the drawings for this container. These changes are editorial (e.g., the transfer of information from one drawing to another, changes in drawing titles, changes in paint color) or reflect the "as built" characteristics of the container system. None of the changes have any safety significance and have no effect on our previous safety evaluations as submitted to the NRC.
4 Accordingly, VNC is submitting copies of the updated versions of the drawings listed in Certificate of Compliance 5926.
In addition, as Attachment A to this letter there is a listing of each revision to these drawings with explanations, where appropriate, demonstrating their lack of safety significance.
Two new assembly drawings have been added for clarity and the old assembly drawing removed.
Accordingly, VNC requests that Section 5.(a)(3) be ammended to read:

SUMMARY
OF DRAWING CHANGES I.
Drawing 913E390 Rev. 1 The drawing is a new top assembly drawing which replaces Drawing 706E578 Rev. 2.
This new assembly drawing dces not include the horizontal shear bolts between the jacket and the base (Part #3) as shown in 706E578. This change makes the drawing consistent with the G.E. submittal of June 6,1969.
The two horizontal shear bolts were changed to four vertical attachment bolts as the result of discussions with Comission personnel in 1969 to improve the attachment of the jacket to the base. However, the drawing revision eliminating the horizontal bolts was never completed.
II. Drawing 706E578 Rev. 2 This drawing should be deleted from the list.
It is replaced by 913E390 Rev.1.
III.
Drawing 612D137 Rev. 4 This is a cask assembly drawing added to improve the organization of the drawing package.
IV.
Drawing 7C6E594 Rev. 4 Rev. 5: This revision added an erroneous reference that the print was originally made for the "1200" Series rather than the "100" Series.
Rev. 6: This revision corrected reference error in Rev. 5.
It also added the tie-down shackles to the drawing and parts list and indicated that the shackles pin nut was welded to the pin. This revision also removed the nameplate detail from the drawing and removed paint specifications. Two material specifications (C-1020 to 1020 and A-242 to A-36) were changed. This change corrects an early error in this drawing. The Model 100 containers were built to the latter specifications, as were all other models (e.g., Model 200, Model 400, etc.).
The drawings of the other models (and the applications) reflect the correct material specifications.
Rev. 7: This revision removed the erroneous " ASTM" designation for Parts #12-15 and 28. The description for Part #39 was changed to an 8 ton minimum rating shackle.
This change eliminated the depen &nce on a single vendor.
V.
Drawing 135C5529 Rev. 1 Rev. 2:
In this revision references to the "100 Series Cask" were changed to the "Model 100 Cask". A view of the pallet and base was added to the drawing showing the two welded into an assembly. The "next assembly" drawing reference was changed to 913E390 to improve the organization of the drawing package.
Rev. 3: Three minor changes were made to reflect variations in the "as buil t" status of the containers. These changes are:
1)the corner break on the jacket locating pin was changed to 1/16 +1/2 inches; 1/16

- 2) the 45 break on the "I" beam skids and/or the use of a radius on the skids were made options; and 3) an option was added for the use of bar skids.
In addition, the endview of Part #5 was modified for clarity.
VI. Drawing 153F902 Rev. 2 Rev. 3: This revision changed the references to the "100 Series Cask" to the "Model 100 Cask". The "next assembly" drawing reference was changed to 135C5529 to improve the organization of the drawing package.
Rev. 4: An option was added to permit the use of flat-head bolts to locate and hold the locking tabs (Part#5). This option pennits non-destructive disassembly of the energy absorption plates for decontamination. The tabs are not an active part of the jacket or the energy absorption system and are only used to retain the top energy absorption plate when the cask is removed from the base / pallet assembly. As the plates are installed through the verticle locating ring (Part #3),
they cannot be removed nor vibrate out of the assembly with the jacket installed.
Two Material Specifications were changed (C-1020 to 1020 and A-242 to A-36). The changes are consistent with Drawing 706E594 Rev. 6.
0 Rev. 5: An optional location rotated 45 from the normal location was added for Part 5 to allow for the screw fastening of the capture plate. The weld specifi-cation was changed to allow tack welding. This change facilitates disassembly for cleaning. Two tapped holes were also added to the top energy absorption plate to ease its removal.
In addition, the erroneous " ASTM" designation was removed from the parts list.
VII.
Drawina 612D139 Rev. 3 Rev. 4: This revision changed the title to "Model 100 Shipping Cask" and changed the "next assembly" drawing to 612Dl37 to improve drawing organization. The old nameplate detail was deleted. Parts #1,5,6,9, and 10 were organized as " Group 2" to permit a stainless steel outer shell.
In addition, the 3/16-inch weld was changed to a 1/4-inch weld to reflect the "as-built" status of the cask. The weld was increased to 1/4-inch to enchance structural integrity.
Rev. 5: This change removed Part #15 from the drawing (it is shown on 612D137).
An optional protective ring was added around the drain tube end fitting.
VIII.
Drawina 693C292 Rev. 3 Rev. 4: This revision deleted Bureau of Explosives identification and added Notes 2, 3, and 4.
Rev. 5: This revision removed the original Notes 2, 3, and 4 and added a new Note 2 which provides for stamping the lid with its weight. An option was added to permit Parts #1 and 4 to be made of stainless steel. The drawing title was expanded to indicate that it is for the cask lid. The "next assembly" drawing
GENERAL $ ELECTRIC ATTACHMENT A Page Three reference was deleted, and the "first made for" reference was changed from the "100 & 200 Series" to "Model 100 & 200 Cask". An optional seal weld was added to the lifting eye attachment to ease decontamination of the lid.
IX.
Drawing 135C5371 Rev. 1 Rev. 2: The drawing title was changed to " Cask Liner-Tungsten-1-3/4" I.D.",
and the "first made for" reference was changed from "100 Series" to "Model 100 Cask". The "next assembly" reference was made 612D137. This revision also called out a specific material for the shielding rather than pennitting the material to be specified by an engineer.
X.
Drawing 693C293 Rev. 2 This drawing is erroneously listed in the Certificate as Drawing 693C203, Rev. 2.
Rev. 3: This revision changed the drawing title and the "first made for" reference from "100 Series" to "Model 100 Cask". The reference to Drawing 212E236 was deleted.
XI.
Drawing 985C575 Rev. 1 Rev. 2: This revision changed the drawing title, and the "next assembly drawing" reference to 612D139 was added.
References to ICC 78-250-2 Spec. 55 and to drawing 6120139 were deleted.

Drawing 985C540 Rev. 2 This drawing, which shows a lead liner, should be added to the drawing list.
