Dear Mr. Heishman:
Toledo Edison acknowledges receipt of your March 14, 1979 letter and report enclosure 79-05, referencing apparent deviations from Davis-Besse Nuclear Power Station Unit No. I commitments to the NRC listed as a " Deficiency" under the heading of " Notice of Violation".
Following a thorough examination of the items of concern, Toledo Edison herein offers information regarding the item of non-compliance.
Deficiency:
Technical Specification 6.8.1 requires that written procedures shall be established, implemented, and maintained.
Contrary to the above:
1.
The performance of requirements of ST 5051.01 for HPI pump 1-1 vibration were not performed, as required on July 31, 1978, when pump vibration was in the alert range.
2.
The Maintenance Work Order used to correct the defective Diesel Generator 1-2 ventilation inlet damper was a generic MWO to be used for correcting non-nuclear related equipment problems. Therefore, no documentation of corrective action taken was available as required by AD 1844.00, "Paintenance".

Item 1:
1.
HPI pump 1-1 was realigned on June 2, 1978, and a new vibration baseline was not established until March 23, 1979; the July alert range readings were based on the old baseline.
2.
It was reemphasized to the people involved the importance of a close review of the Surveillance Test data and to insure Surveillance Tests are properly rescheduled.
3.
Full compliance was achieved on March 23, 1979.
Item 2:
1.
Maintenance Work order 78-2643 was written and performed on December 11, 1978 to recheck the dampers to verify that they were properly repaired.
2.
The personnel involved were instructed as to the proper method of performing work on safety-related equipment.
3.
Full compliance was achieved on Decemoer 11, 1978.
