I am pleased to respond to your letter of December 12 enclosing a letter to you dated November 20 from Greenpeace of Seattle, Washington, concerning the pro-posed construction of a nuclear power plant in the Philippines. This letter noted that letters conveying the concerns of Greenpeace regarding this plant have been sent to all the NRC Comissioners.
