Dear Mr. Ecdleman:

Inis is to inform you that the Commission has declined to review the decision of its Appeal Board which denied your petitions to intervene in the Shearon Harris proceeding.

The matters you have raised in your petitions and restated in your letter to us on Jan uary 17, 1979 are matters that have been settled in this admin-istrative proceeding for over a year.

If there are other issues upon which you believe enforcement action is warranted, the appropriate rechanism is to petition for such relief under section 2.206 of our regulations. A copy of that portion of our regula-tions is attached.
