SUBJECT:

SECOND INTERIM REPORT BY SANDIA LABORATORIES Enclosed is the Second Interim Report by Sandia Laboratories on systems interaction, dated March 6,1979. This report presents the results of work accomplished on Tasks 5 and 6, and the work accomplished on a review of licensee event reports that were included in the Zion Station Systems Interaction Study.

Tasks 5 and 6 are the development of plant and system logic models.

Det; led fault trees have been developed for the plant condition at hot shutdown with loss of offsite power transient for the three safety functions:

(1) decay heat removal, (2) reactor subcriticality, and (3) reactor coolant pressure boundary.

The detailed fault trees are listed in Table 2.4(a) and 2.4(b) of the enclosed report but are not included with each copy of the report because of the preliminary nature of these fault trees. However, copies of the detailed fault trees will be maintained in the office of the Task Manager, J. Angelo, in Room 146, Phillips Building, 7920 Norfolk Avenue, Bethesda, Maryland.

Persons interested in inspecting the fault trees can make arrangements to do so by calling J. Angelo on (301) 492-7391 or writing to J. Angelo, Division of Project Management, Nuclear Regulatory Coninission, Washington, D. C. 20555.

NRC staff members of the NRR Systems Interaction Working Group are requested to make their comments on the material presented in the enclosed Second Interim Report to tt.e Task Manager on or before March 30, 1979. All other persons or organizations associated with the task on systems interaction are invited to make their comments to the Task Manager, preferably by April 15, 1979.
