Dear Mr. Schott:

This is in reply to your letter dated January 16, 1979, that addressed cold examinations for applicants for licenses for the Zimer Nuclear S tation.

Since receipt of your letter several telephone conversations have taken place between yourself and R. J. Campbell of tiie Operator Licensing Branch, primarily to reach agreement on a tentative schsdule for the cold written and operating licensing examinations.

For your infonnation, our normal procedure for scheduling examinations is described below:

Approximately six months prior to fuel loading, one set of written examinations are scheduled for two months before fuel loading and the operating tests three weeks before fuel loading. Once the dates have been agreed upon, we do not reschedule the written examination unless there is a sub-stantial change in the fuel loading date. However, the operating test dates will be adjusted if the fuel loading date changes to remain approximately three weeks prior to fuel loading.

Based on the above policy and the current staff's estimated fuel loading date of December 1979, we have planned on administering the written examinations during September 1979, and the operating exam-inations during November 1979. We understand that you agree with this schedule and that adjustments may be necessary if the fuel loading estimated date is revised.

Based on the above schedule, we request that the approved operating procedures should be sent to us in late May of 1979. We understand that you are sending a detailed index of the procedures t: us in advance so that we can select those procedures neecec for the exam-inations.

We also understand that you will provide us more information on recertifying the two applicants who were certified at the operator level and now would like examinations at the senior operator level.
