NOTICE OF VIOLATION Consumers Power Company Docket No. 50-329 Docket No. 50-330 Based on the results of the NRC inspection conducted on November 7-9, 1978, it appears that certain of your activities were not conducted in full compliance with NRC requirements as noted below.
This iter is an infraction.
10 CFR Part 50, Appendix B, Criterion V states in part, " Activities affecting quality shall be prescribed by documented instructions, procedures, or drawings of a type appropriate to the circumstances and shall be accomplished in accordance with these instructions, procedures, or drawings."
The Bechtel Midland Nuclear Quality Assurance Manual, Section 0, Number 2, Paragraph 7.0 states that " Activities affecting quality shall be acccmplished in accordance with these instructions, procedures, or drawings."
The Bechtel NCR No. 118 5 regarding the personnel airlocks stif fener welding for both Units 1 and 2 prescribed an instruction for repair welding of the cracked welds provided by the manufacturer, W. J. Woolley Co.
This welding instruction required that welding shall be donc on both sides of the stiffener plates only (W. J. Woolley Co. instruc-tien S. O.
1011).
Contrary to the above, the inspector observed that the repair welding, of the Unit 1 cracked welds for the stiffener strengthened by splice plates, had beeen welded not only along both sides as specified but also along the end face of the splice plates and stiffener.
