This refers to your letter dated August 17, 1979 revising the audit portion of your Quality Assurance (QA) progr.2m for meeting the QA program requirements of 10 CFR 671.51.
In connection with our review, we have determined that your proposed audit program does not meet the requirements of 'ppendix E to 10 CFR Part 71 in that it still does not specify that members of the audit team (or the individual auditor) have no responsibility in the activity being audited. We require an audit at least annually (for each year a shipment is made) of each activity involved with the shipping of radioactive material.
This includes, among other things, auditing your activities as the Radiological Safety Officer. We require that this audit be done by someone other than yourself who has no day-to-day responsibility in the activity being audited. We believe that a member of the Radiological Safety Committee could perform these audits.
Please provide seven copies of a conmitment relating to auditor independence within 30 days of the date of this letter.
