NRC STAFF RESPONSE TO PETITIONS RECEIVED FROM ROY E. LOYLESS AND DONALD D. WEAVER By letters dated July 13 and July 17, 1979, Roy E. Loyless and Donald D. Weaver state that they " petition" the Comission to " halt the licensing" of the Allens Creek plant. Both Mr. Loyless and Mr. Weaver state that they " live in the area" and that they oppose construction of the plant because Mr. Loyless believes "more study should be done" and Mr. Weaver is concerned about nuclear waste storage and favors a moratorium on nuclear plant construction.
Since the word " petition" is used by both Mr. Loyless and Mr. Weaver, it is not clear whether they wish leave to intervene in the pending proceeding, or whether they simply wish to express their views to the Commission in the form cf the letters submitted, although the latter case appears to be their intent.
The Staff suggests that the Board inquire whether or not these petitions are meant to request participation in the Allens Creek proceedings, either as parties or by limited appearance.
