REVIEW 0F RECUEST FOR EXTENSION OF CONSTRUCTION COMPLETION DATE -
MILLSTONE NUCLEAR PCWER STATION, UNIT N0. 3 We have reviewd your draft request of May 9,1979 for extending the latest construction completion date for Construction Fermit CPPR-ll3 for your Millstone Nuclear Power Station, Unit tb. 3 from October 1979 to November 1985.
10 CFR Section 50.55(b) provides that construction completion dates may be extended for a reasonable period of time upon a showing of good cause and indicates that good cause for extension may be found from the existence of various occurrences resulting in construction delays beyond the permittee's control.
In your May 9,1979 request you mentioned labor strikes, uranium supoly and the need for power as factors influencing your decision to request the extension. Regarding labor strikes you stated that a protracted strike by carpenters and then the boilermakers during 1975 slowed all site con-struction. With regard to the supply of uraniun you mentioned the need to seek alternative sources of uranium and legal action against Westinghcuse.
In presenting your latest need for power estimate you touched on the lower forecasted load requirements in the coming decade.

Counsil In order to act on your request, we are required to make an independent determination of the delays (i.e., in weeks, months) caused by each occurrence listed considering the possibility that some of the delays could be reasonably made-up or shortened (as well as the possibility that, because of other factors, the actual resulting delay is longer than the time in which no work was accomplished) and a conclusion as to the total construction delay that reasonably results from all of the listed occurrences.
Regarding the labor strikes you assigned a 6 months delay to the planned i n-service date of the unit.
We require that adequate infnrmation be supplied to allow us to reach a comparable conclusion. The carpenters strike delayed construction regarding certain structures, systems or installation of certain ccmponents; these details were not provided.
With regard to the supply of uranium it should be explained why, as an example, the question of uranium supply should delay any site construction.
Specific construction delays which you believe should be assigned to this matter should be identified and discussed. The same coranents apply to the matter of need for power.
When you submit your letter requesting the extension it shculd provide the bases for extending the construction completion date by the time period requested stating particularly the time periods necessary to compensate for each delay.
In addition, you should advise us whether a significant hazard or change in environmental impact is involved, and the basis for reaching that conclusion.
Your application for an extension of the construction completion date for CPPR-113 should be accompanied by the appropriate fee. We have assessed your proposed request as a Class 2 fee of 10 CFR 170.22 (amendments that are. pro facta, administrative in nature, or have no safety or environmental significance).
