This refers to our letter to you dated March 5,1979, which acknowledges your intent to maintain yoar stop-work order on the placenent of concrete in the Reactor Contain=ent Building and its internals pending resolution of the acceptability of the base cat, and to our telephone conversation with you on July 12, 1979. During our inspections since March 5,1979, specifically during an augmented inspection period beginning the week of March 26, 1979, and running through the week of May 14, 1979, we have monitored your concrete placement activities for safety related structures and reviewed your action..taken to correct the apparent weakness in your management controls and in your Quality Assurance program. Based on our July 12 telephone conversation, we understand that you plan to resume placement of concrete in the Reactor Containment Building and its internals.

We have no objection to this plan and we will continue to monitor closely your work activities, management controls and implementation of you'r Quality Assurance program during subsequent inspections.

Acceptance of the base mat was based on your reanalysis performed in accord-ance with the original design commitments of the Wolf " Creek PSAR using a calculated concrete strength of 4460 pounds per square inch. OIE and NRR -

have completed their review of the results of the tests performed by the Portland Cecent Association and the RIV independent evaluation performed by the Corps of Engineers. The Safety Evaluation Report transmitted to OIE on July 10, 1979, by NRR concludes that, based on review of the test results and results of the reanalysis, the base mat concrete has not retrogressed, that the strength of the base cat meets the original design criteria in the Wolf Creek PSAR, and that the cat will withstand the specified design loads and loading combinations without impairnent of its structural integrity or safety function.
