Dear Hr. Reinmuth:

The enclosed report, " Records Investigation in Response to IE Bulletins 78-12,78-12A and 78-128 Supplements" has been pre-pared for the referenced reactor pressure vessel.

As mentioned in the report, the vessel was built by Babcock-Hitachi in Japan for the General Electric Company.

Our pur-chase order for this vessel required Babcock-Hitachi to submit certain specified records to show compliance with the require-ments.

Some of the records contained in this report were obtained from the above submittal.

Others had to be obtained from Japan, and General Electric Company personnel in Tokyo (GETSCO) were re-quested to assist in obtaining these records.

Consequently, the enclosed report represents the most thorough records search General Electric could rake within the allotted time.

You should note that Babcock-Hitachi was only asked to submit certain spec-ified types of records to our GETSCO personnel, and that the re-review and compilation of these records was performed by General Electric Company Quality Control personnel.

Please note that we did not detect any deviations as certified in Section 3 of the report.

Consequently, we have reached the general conclusion that it is very unlikely that conditions similar to those described in IE Bulletin 78-12 exist'in the Hope Creek reactor pres-sure vessel.

Quotation No. 149 contained in letter J. Larrew to H. Morris, GB-79-125, dated fiay 1, 1979 General Electric Company is pleased to transmit the specific vessel verification information required by the subject NRC bulletins which are not covered by the vessel manufacturers' generic reports.

Hope Creek 1 Vessel - Hitachi A report has been submitted to the NRC after review of the necessary records.

We recommend that you use the attached lette-to Wayne G. Reinmuth from Werner C. Cohn in your response.

IE Bulletin 78-12 requires that the NRC be informed on the availability of archive weld materials, which might be used for verification purposes.

This letter serves to inform you 'that Babcock-Hitachi Company, to the best of our knowledge, has no arci,cive materials.
