his is in response to your report referenced above concerning the findings of Inspectors McHenry and Julian during a routine, unannounced inspection of the North Carolina State University PUMTAR Reactor Faci-lity 13-16 March 1979 We vill address Appendix A, Notice of Violation, directed to the NCSU PUMTAR Facility and respond in conformance to 10CFR2.201(1), (2),
and (3).
Item A. (1) A procedure has been developed as required by 10CFR21 to assure that a responsible officer of the University is informed of a defect or failure of a basic co=ponent which could create a substantial safety hazard.
(2) h e notices which are to be posted in conformance to 10CFP21.6 vill be displayed in a prominent position.
(3) Full co=pliance vill be achieved by 11 May 1979 Ite= B. (1) he temporary change previously in effect and identified in this inspection has been withdrawn and the procedure for adjusting the Log N compensation voltage has been placed in Section 3 1.1.F.10 of the PUE TAR Operations Manual and documented as Advance Chan6e 14E (2) Advance Change 145 vill be transmitted to the Padiation Protection Council for review, thus satisfying the re-quirements of Technical Cpecificatior 6.3.b.

documentation, RW review of existing Advance Char.ges and Pulsing Pro-cedure SP 4.2) are currently being resolved. To of the six items (elimindtion of cross-contatination possibility and Pulse Rod removal and repsiir before further use) both require substantial mechanical cor-rectionsand we anticipate a 1 July 1979 completion date for these items.
h e remaining open item concerns the Neutron Radiography facility design and test results.
L e RFC has been advised of the NEU status by letter on 22 March 1979 that the facility design and test results are not yet finalized.
