Burndy Corporation Husky Products Division Docket No. 99900356/79-01 NOTICE OF DEVIATION Based on the results of an NRC inspection conducted on February 12-15, 1979, it appeared that certain of your activities were not conducted in full compliance with NRC requirements as indicated below:
A.
Criterion I of 10 CFR 50, Appendix B states in part, "The authority and duties of persons and organizations performing activities...
shall be clearly established and delineated in writing.
These activities include both the performing functions of attaining quality objectives and the quality assurance functions.
Criterion II of 10 CFR 50, Appendix B states in part, "The program shall be documented by written policies, procedures or instructions Contrary to the above, (1) the organization described in the QA Manual does not indicate the duties and authorities of engineering, production, purchasing, and other personnel and/or departments that are performing quality activities; and (2) the QA Program does not include a policy statement.
B.
Criterion V of Appendix B to 10 CFR 50 states, " Instructions, proce-dures, or drawings shall include appropriate quantitative or qualita-tive acceptance criteria for detemining that important activities have been satisfactorily accomplished."
Contrary to the above, welding procedure QAP 107, Revision 3, does not establish the welding (parameters to be used for joining materials under % inch thickness.
