Gentlemen:
Haddam Neck Plant SEP Topic V-10.A Residual Heat Removal System Heat Exchangers In Reference (1), the NRC Staff transmitted a draft evaluation on the above sub-ject SEP topic and requested that Connecticut Yankee Atomic Power Company (CYAPCO) review its factual correctness.
In response to that request, our review has indicated that the statement on Page 3 of that draf t with respect to reactor coolant system (RCS) chemistry limits or surveillance requirements is not correct. Contrary to that statement, existing Haddam Neck Plant Technical Specifications 3.2 and 4.2 establish activity limits and minimum surveillance requirements, respectively for RCS chemistry.
Therefore, CYAPC0 requests that the draf t evaluation be revised to reflect these Technical Specification requirements. The draft conclusions drawn from the ori-ginal evaluation should also be reconsidered with respect to the need for additional Technical Specifications.
CYAPC0 has also determined that the remainder of the draf t evaluation is substantially correct and does concur with the overall finding made with regard to current criteria.
