%,.... 6 CORTLAND GENERAL ELECTRIC COMPANY THE CITY OF EUGENE, OREGCN PACIFIC POWER & LIGHT COMPANY DOCKET NO. 50-344 TROJAN NUCLEAR PLANT AMENCMENT TO FACILITY OPERATING LICENSE Amendment No.40 License No. NPF-1 1.
The Nuclear Regulatory Comission (the Comission) has found that:
A.
The application for amendment by Portland General Electric Company, The City of Eugene, Oregon, and Pacific Power &
Light Company (the licensee) dated October 21, 1977, as supplemented August 4,1978, complies with the standards and requirements of the Atcmic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations set forth in 10 CFR Chapter I; B.
The facility wiil operate in conformity with the amendment, the provisions of the Act, and the rules and regulations of the Commission; C.
There is reasonable assurance (i) that the activities authori;:ec by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Comission's regulations; D.
The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and E.
The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission's regulations and all applicable requirements have been satisfied.

Accordingly, the license is amended by changes to the Technical Specifications as indicated in the attachment to this license amendment, and paragraph 2.C.(2) of Facility License No. NPF-1 is hereby amended to read as follows:
"(2) Technical Specifications The Technical Specifications contained in A:pendices A and B, as revised through Amendment No. 40, are hereby incorporated into the license. The licensee shall operate the facility in accordance with the Technical Specifications except as noted in paragraph 2.C.(10) below."

This license amendment is effective as of its date of issuance.

INSTRUMENTATION
ETEOROLOGICAL INSTRUMENTATION LIMITING CONDITION FOR OPERATION The meteorological monitoring instrumentation channels shov.n in 3.3.3.4 Table 3.3-8 shall be OPERABLE.
APPLICABILITY:
At all times.
ACTION:
With less than one of each type of the required meteorological monitoring thannels GPERABLE, suspend all release of gasecus a.
radioactive material from the radwaste gas decay tanks until the inoperable channel (s) is restored to CPERAELE status.
With the number of OPERABLE meteorological monitoring channels b.
less than required by Table 3.3-8 for more than 7 days, pre-pare and submit a Special Report to the Comnission pursuant to Soecification 6.9.2 within the next 10 days outlining the cause of the malfunction and the plans for restoring the channel (s) to OPERABLE status.
The provisions of Specifications 3.0.3 and 3.0.4 are not c.
applicable.
SURVEILLANCE REQUIREMENTS Each of the above meteorological monitoring instrumentation 4.3.3.4 channels shall be demonstrated OPERABLE by the performance of the CHANNEL CHECK and CHANNEL CALIBRATION operations at the frecuencies shown in Table 4.3-5.
